Fire Station & Police Station Bond



  • Voters will be asked to vote FOR or AGAINST the issuance of a $16,000,000 bond to build new Fire and Police Stations.
  • The Bond will be paid off with existing sales tax revenues.


HISTORY
2014: Study to create a combined facility at the old Wal-Mart. Option eliminated due to high cost.
2016: Sales Tax approved by voters. Hired firm to evaluate needs.
2017: Site Selection Committee formed. Hired design architects. Combined facility option eliminated due to 'Priorities & Needs' details below.
2018: Hired Construction Manager at Risk (CM@R).

PRIORITIES & NEEDS while selecting locations.
Location:
Fire needs to be in a location which provides for the shortest response time for the largest geographic coverage area. All Insurance ratings are impacted.
Police would be best located downtown near the courthouse and city hall.
Minimum Space Requirements:
Fire: 2.5 acres of land
Police: 1/2 of a city block and parking nearby

BALLOT LANGUAGE
     "Shall the City of Columbus, Nebraska, issue bonds in the stated principal amount not to exceed Sixteen Million Dollars ($16,000,000), to provide funds to pay site costs and cost of constructing, furnishing, and equipping police and fire facilities; said bonds to bear interest at such rate or rates and become due at such time or times as may be determined or directed by the Mayor and Council; and,

     "Shall the City of Columbus, Nebraska, for the payment of said bonds, apply funds from the existing one-half of one percent (0.50%), sales and use tax as approved on May 10, 2016, for funding such projects?"

Electors voting in favor of said proposition shall blacken the oval opposite the words "FOR said bonds and application of said sales and use tax" following said proposition and electors voting against said proposition shall blacken the oval opposite the words "AGAINST said bonds and application of said sales and use tax" following said proposition.

DEMOLITION COSTS:
Fire    $135,000 is to demolish the existing Fire Station at 1459 26th Ave.
Police $75,000 is to demolish the old Steffy showroom at 2310 14th St for the new Police Station.

Traffic Signal Modifications @ Proposed New Main Station
Costs of traffic signal modifications at the proposed new main station are included in the bond. If approved, those modifications will be completed during construction of the building.

Charlie Louis Station (CLS)
Currently CLS does not have full time staff. In order for the community to be covered as depicted here, the City will be working to provide full time staff at CLS after a new main station is built. The estimated cost of adding living space at CLS is $335,000. This project will be paid for with sales tax cash, not this bond issuance.
