[ARCHIVED] NDOT Notice of Reconstruction Project Public Meeting - Thursday, February 22, 2018 4:00-6:00 pm

The Nebraska Department of Transportation (NDOT) will hold a Public Information Open House Meeting regarding proposed reconstruction of 23rd Street (U.S. Highway 30) in the City of Columbus, Platte County.

The meeting will be held at the American Legion, 2263 3rd Avenue, in Columbus on Thursday, February 22nd from 4:00 to 6:00 P.M.

Identified as 23rd St, Columbus, the proposed project would reconstruct approximately 2.69 miles of the existing pavement on 23rd Street starting just east of the north junction of U.S. Highway 81 (US-81) and 23rd Street, and extending just east of the East 11th Avenue intersection. Construction could begin and/or end approximately 200 feet ahead of or beyond the actual project limits to accommodate transitioning the pavement.

The purpose of the proposed project is to preserve the transportation asset, improve the reliability of the transportation system, and perpetuate the mobility of the traveling public. The project aims to provide an improved roadway corridor for vehicular and pedestrian travel, and enhance connectivity.

The need for the proposed project is based on the distressed nature and poor condition of the roadway. The paved roadway has deteriorated over the last 30 years and has substantial ruts and cracking.

The planned construction would include removing and replacing the existing pavement along the project corridor. Turn lane construction or other geometric modifications are anticipated at select intersections. Additional work would include reconstruction of sidewalks, curb ramps, curb inlets, and storm sewer. Roadway lighting and traffic signals would be updated.

The proposed project would require the acquisition of additional property which could include new right-of-way (ROW), control of access (CA), permanent easements (PE), and/or temporary easements (TE). Access to adjacent properties would be maintained during construction. Access to driveways may be limited due to phasing requirements.

Potential impacts to environmental resources would be evaluated as the proposed project design progresses. These resources include, but are not limited to, environmental justice/civil rights, cultural resources, historic properties, publicly owned recreation properties (Section 4(f)), endangered and threatened species, hazardous materials, water quality, and other water resources, including wetlands.

As currently planned, construction is tentatively scheduled to begin the spring of 2022 and could be complete within two years. The proposed project would be constructed under traffic with lane closures controlled with appropriate traffic control devices and practices.

This Public Information Open House Meeting is being held to provide information regarding the project and to receive the public’s input. All interested persons are invited to attend and present relevant comments and questions. Design information will be displayed and personnel from NDOT and the City of Columbus will be present to answer questions and receive comments. The “open house” format allows the public to come at any time during the advertised hours, gather pertinent information about the project, speak one-on-one with project personnel, and leave as they wish. A formal presentation will not be included as part of this information open house.

NDOT will make every reasonable accommodation to provide an accessible meeting facility for all persons. Appropriate provisions for the hearing and visually challenged or persons with Limited English Proficiency (LEP) will be made if the Department is notified by February 15, 2018. The public is being encouraged to make suggestions or express concerns regarding this proposed project. Comments will be collected through March 9, 2018.
